Supervisor Horn & California Sunshine

Another area politician is having problems complying with California's campaign disclosure laws and regulations. Supervisor Horn has described the disclosure rules as very complicated. Others have stated that the disclosure rules are quite simple.

Most troubling is the difficultly encountered in trying to get an investigation made by the appropriate government official when irregularities are discovered. The local authorities point to Sacramento. Sacramento seems to see San Diego as a foreign land beyond its jurisdiction. The County District Attorney fails to even acknowledge complaints when made.

Recently, San Marcos City Councilman Mike Preston wrote about the lack of action by the California Fair Political Practices Commission, the district attorney and the city attorney in responding to complaints. In addition, he noted that the person making a complaint often must go public is to get an investigation on track. That person is then subject to political attack.
